§ 12-5. Driver's license; driving vehicle without consent.

No person shall drive or operate a vehicle upon any street or highway in the city without having in his possession, as required by the law, a valid driver's license or chauffeur's license. No person shall drive a motor vehicle belonging to another without the owner's consent.
