§ 7-20. Denial of permit.

  • The building official shall deny a permit for construction or enlargement of a dwelling on ground which is too low for adequate drainage of surface waters. He shall also deny a permit for construction or enlargement of any building when it appears that the proposed elevations of the lot for which the permit is to be issued, in relation to the established or proposed grades of adjoining or nearby streets, will probably cause a change in the existing drainage of surface waters which will result in substantial hazard or inconvenience to persons residing in the city or traveling on its roadways.
