In addition to, and not in lieu of, all other charges imposed from time to time by
the city for building permits, sewer connection permits, sewer usage rates, and sewer
trunk connection charges, the then prevailing Metropolitan Council Environmental Services
service availability charge (SAC) shall be paid to the city at the time a building
permit for new construction is issued, or at the time a sewer connection permit is
issued for the connection of an existing building to the city sanitary sewer system.
The amount of the service availability charge shall be established by the Metropolitan
Council Environmental Services.
