§ 16-2. Disposal generally.

  • (a)

    All persons shall dispose of refuse and garbage as provided in this chapter. Refuse and garbage shall be disposed of at least once each week from residential and multifamily dwellings. Refuse and garbage of any commercial establishment shall be disposed of at least once each week, and at more frequent intervals if deemed necessary to protect the public health, and on order of the city. Refuse or garbage shall not be permitted to accumulate on any property within the city so as to constitute a nuisance by reason of appearance, odor, sanitation, or so as to create a fire or health hazard.

    (b)

    No person shall dispose of refuse upon any property within the city except at an approved sanitary landfill site or disposal depot. An approved sanitary landfill site or disposal depot is a site for the disposal of refuse or garbage, which site has been approved by the city, and which is licensed and operated in accordance with the rules and regulations of the state.
